I was pleased to inaugurate the Police Composite Building at Gangtok today.
In my address, I informed the gathering that good governance, rule of law, stable government and peaceful environment which our government has provided to the people of Sikkim has benefited our police personnel the most. I can proudly say that in our tenure of 24 years, there has not been a single casualty of any police personnel while on duty. Our Police are the most secured lot, free from any kind of fear psychosis. Unlike their counterparts in other states, they do not face any kind of political terrorism, extortion or any kind of interference from the Government while discharging their duties. This, I feel, is a major achievement of our government and should be appreciated and valued by the entire police fraternity.
I appealed to the police personnel to move away from a ‘fixed mindset’ and be innovative and creative in their work. They should come up with new ideas for the betterment of the state. While performing their duties, it would be ideal if they can keep a perfect blend of discipline, sternness and friendliness towards the general public. Further, I suggested that our Police personnel from different ranks can be sent to other states of India for training for gaining exposure on the conditions prevailing in those places. Police Officers could be sent for training to best institutes abroad for gaining experience and knowledge of the developed world.
I highlighted that our Government has provided numerous facilities to the Police, be it terms of pay package, infrastructure development or promotional avenues. The number of world-class buildings like police stations, training centres, barracks, family quarters etc have been constructed keeping in view the welfare of our police force. We have created promotional avenues for all ranks, with the opportunity for the members of State Police Service to reach the rank of DIG(2 posts),which we have further elevated recently to IGP(1 post).To ensure gender equality, the policy of 33% reservation for women in Government is also applied to recruitment in Police. As a result, we find many lady Police Officers and also in the lower ranks, unlike the days when there was probably just one or two lady Constables in the entire state. Likewise, there are many other initiatives taken for the welfare of the Police personnel like reservation for Home Guards for entry into Sikkim Police, compassionate appointment, establishment of IRBn battalions etc.
I promised to fulfil all the demands placed by the Special DGP during the programme and also congratulated the line departments for coming up with such a world class structure.
Keeping in view the upcoming elections, I urged the Police personnel to discharge their duties with utmost responsibility and ensure that the elections are held smoothly and peacefully.
